The Board is not statutorily obligated to schedule and receive public comments during a board meeting.
The Board does recognize that it represents the community and wishes to provide appropriate guidelines for public comment that will balance the Board’s interest in hearing public comments with the need to set agendas in advance and conduct business within time constraints.
Public Comment Guidelines:
The Board adopts the following guidelines to implement the policy:
- The Board considers requests for public comment at a Board meeting on a case-by-case basis.
- The Board Chair will require the presenter to first provide a summary of his or her comments in writing to management no less than seven (7) days in advance of the board meeting date. If the written request is not received at least seven (7) days in advance of a scheduled Board meeting, the presenter will be asked to attend the next regularly scheduled Board meeting.
- The Board Chair has discretion to schedule public comments on the Board agenda based on factors that include the following: the significance of a proposed comment topic to immediate concerns of patient safety; the comment topic as presenting critical information for Kootenai Health operations; permitting public comment as delaying or interfering with other agenda items; the need for oral presentation to the Board rather than a written submission.
- The full public comment period will be limited to five (5) minutes on the Board agenda, unless the Board Chair extends the time in his or her discretion.
